Why would an event not have Event Notes in the GlobalCorporateActions API?

The Global Corporate Actions API provides corporate actions data for events such as stock splits, dividends, mergers, and spinoffs. Events Notes may be missing for certain events. Event Notes are dependent on company announcements.
